Official Call for March, 17th 2016 Mass Meeting

OFFICIAL CALL
Mass Meeting of Russell County Committee of the Republican Party of Virginia
As Chairman of the Russell County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Dwayne McIntyre, do hereby issue this call for a Mass Meeting to be held on Thursday, March 17th, 2016 at 7:00 p.m. at the East Room of the Community Center, 405 W Main St, Lebanon, VA 24266 (right behind the Town Hall) for the following purposes:
A) Electing a Russell County Republican Committee Chairman, Vice Chairman, Secretary and Treasurer for the 2016-2018 term.
B) Electing up to 48 delegates and an equal number of Alternates to the Ninth Congressional District Republican Convention, to be held on Saturday, April 9, 2016 at George Wythe High School, #1 Maroon Way, Wytheville, Virginia 24382, or its alternative location, starting at 10:00 a.m. local time for the purposes:
1. Electing a Chairman for the Ninth Congressional District of the Republican Party of Virginia for the 2016-2018 term;
2. Electing three National Delegates and three Alternate Delegates from the Ninth Congressional District of Virginia to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, OH or its alternative location;
3. Electing a presidential elector for the Ninth Congressional District of Virginia Republican Committee;
4. Electing three members to the State Central Committee from the Ninth Congressional District for the 2016-2020 term;
5. And for the transaction of such business as may properly come before the convention;
D) Electing up to 48 delegates and an equal number of alternates to the Republican Party of Virginia State Convention to be held on April 29-30, 2016 at the James Madison Convocation Center, 895 University Blvd., Harrisonburg, VA. 22807 or its alternative site, beginning at 2:30 p.m. EDT on April 29, and 12:00 p.m. EDT on April 30, for the following purposes:
1. Electing a Chairman for the Republican Party of Virginia;
2. Electing 13 At-Large Delegates and an equal 13 At-Large Alternate Delegates to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, OH or alternative location;
3. Electing presidential electors for the Republican Party of Virginia;
4. Electing a National Committeewoman and National Committeeman to the Republican National Committee;
5. And for the transaction of such business as may properly come before the convention.
Qualifications for Participation
All legal and qualified voters of Russell County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. Voters will be required to produce personal identification such as a valid driver or voter registration card in order to participate in the mass meeting or convention.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years. A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of this writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the forgoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five years.
Filing Requirements
Candidates for election or nomination at said mass meeting for
1. Chairman, Vice Chairman, Secretary, and Treasurer of the Russell County Republican Committee;
2. Delegate and Alternate to the 9th Congressional District Convention on April 9, 2016
3. Delegate and Alternate to the Republican Party of Virginia Convention on April 29-30, 2016
Must meet the qualifications in this Call and in the Unit, District, Legislative and State Party Plans. Election shall be by plurality vote of those in attendance.
Registration Fees and Additional Information
There will be no registration fee to participate in this mass meeting.
Russell County Republican Committee membership dues are $5.00 per year and due annually in March for the reinstatement of membership.
There is a voluntary registration fee of $35.00 to participate in the Republican State Convention and a $10.00 voluntary registration fee to participate in the 9th District Convention.
Registration for mass meeting participants will begin at 6:00 p.m. and close at the start of the mass meeting at 7:00pm.
No resolutions shall be considered by the mass meeting.

Russell County Republican Party Holds Mass Meeting

On May 23, 2015 the Russell County Republican Party held their mass meeting at Lebanon Middle School to nominate candidates for the upcoming local elections this November. After pre-filing for the mass meeting, there was one contested nomination for District 1 Supervisor. There was a good turn out of almost 150 people attending the meeting with over half from District 1.

Before the mass meeting, the Republicans had a luncheon at Pat’s Kountry Kitchen in Lebanon, Virginia, hosted by Congressman Morgan Griffith. State Senator Ben Chafin and Congressman Griffith were both guest speakers and attended the mass meeting.

Bo Phillips running for Sheriff, Bob Gibson running for Clerk of the Court, and Lou Ann Wallace running for District 2 Supervisor were all nominated by acclimation and will be the Republican nominee for those offices in November.

Sonny Austin, Carter McGlothlin, and Gary Dotson were the three candidates that pre-filed to run for District 1 Supervisor at the mass meeting. District 1 is comprised of the South Castlewood, Moccasin Valley and Copper Creek precincts and is currently held by Bob Gibson running for Clerk of the Court. After the first round of very close voting, no candidate received 50% of the vote required to win the nomination. Sonny Austin finished third and was removed from the ballot for a second round of voting. Gary Dotson won the majority on the second ballot and is the Republican Nominee for District 1.

After the mass meeting, the Russell County Executive Committee released the following statement, “We are very excited and proud of our candidates for the upcoming local election and look forward to upcoming campaigns. There is a strong Republican ticket this year running with conservative values that will do a great job.”

Dwayne McIntyre also added that a meeting will be held on June 4th to fill seats that currently have no nominee. The local unit will vote on those that filed to receive the nomination after the mass meeting. Also, the Russell County Republican Party’s regular meeting is held at the West Room at the Lebanon Community Center near the police station every third Thursday of the month at 7pm.

As Chairman of the Russell County Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Dwayne McIntyre, do hereby issue this call for a Mass Meeting to be held at the Lebanon Middle School at 53 George Ben Whited Dr., Lebanon VA, 24266, beginning at 2:00PM local time on May 23rd, 2015 for the following purposes:

1) Nominating a Republican candidate for each of the following Russell County Constitutional Offices to be voted upon in the November 3, 2015 General Election: Clerk of the Circuit Court, Commonwealth’s Attorney, Sheriff, Treasurer, and Commissioner of the Revenue.

2) Nominating Republican candidates for the Russell County Board of Supervisors to be voted upon in the November 3, 2015 General Election in the six magisterial districts and one at large member.

Qualifications for Participation

All legal and qualified voters of Russell County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years.

A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of this writing, to support the nominees of the Republican Party in the future. Mass Meeting participants must present an acceptable form of photo identification for voting purposes.

The Russell County Republican Committee shall promulgate appropriate rules for the operation and conduct of the Mass Meeting.

Filing Requirements

Individuals seeking the Republican nomination for the above named offices shall be required to pre-file their intention of seeking such nomination. A written statement of intent and the appropriate candidate filing fee (fees listed below) must be filed no later than 12:00PM on May 16th, 2015 by mail or in person to:

Postmarks will not be considered. Filings must actually be received by the deadline.

Only the names of those persons who are properly qualified and who have pre-filed will be printed on the ballots used at the Mass Meeting. No write-in votes will be counted. In the event that only one person pre-files for a particular office to be nominated by the Mass Meeting, that candidate will be declared the official nominee and the particular office will not appear on the Mass Meeting ballots.

Registration & Candidate Filing Fees

There will be no registration fee to participate in this Mass Meeting.

Candidate filing fees must be paid by check and are as follows: For a Constitutional Office: One Hundred Dollars ($100.00). For a Board of Supervisors office: Fifty Dollars ($50.00). Filing fees are non-refundable once remitted.

As Chairman of the 4th House of Delegates Republican Legislative District Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Joshua R. Evans, do hereby issue this call for a Mass Meeting to be held at Castlewood High School, 304 Blue Devil Circle, Castlewood, VA 24224 starting at 6:00 p.m. (with registration opening at 4:00 p.m.) on Saturday, October 4, 2014, for the following purposes:

1) Nominating a Republican Candidate for Member of the Virginia House of Delegates from the 4th District to be voted upon in the Special Election to be held Tuesday, December 9, 2014;

2) And for the transaction of such other business as may properly come before the meeting.
Qualifications for Participation

Candidate Filing Requirements for Mass Meeting

Candidates seeking the nomination at the Mass Meeting shall be required to pre-file on the official form provided and pay a filing fee in the amount of $705.60 (Seven Hundred Five Dollars and Sixty Cents) to the Chairman of the 4th House of Delegates Republican Legislative District Committee by 5:00pm on Saturday, September 27, 2014. Postmarks do not govern and all filings must be actually received by this deadline. Candidates may pre-file by contacting Joshua R. The required candidate filing fee shall be made by check and payable to the 9th Congressional District Republican Committee (place on check memo line “Filing Fee – 4th House of Delegates District) which will serve as the fiscal agent of the 4th House of Delegates Republican Legislative District Committee for this Mass Meeting. Filing fees are non-refundable once remitted.
In the event that only one candidate properly pre-files, the Mass Meeting will be cancelled and the properly filed candidate will be declared the official Republican nominee.
